Business/Financial Manager Function:
The business manager is responsible for the financial management of all contracts to ensure all efforts perform within cost, schedule and management constraints. This includes reporting, analysis and recommendations to program and organizational management. Additionally, the business manager must ensure contracts are conducted within the Federal Acquisition Regulations (FAR) standards. This responsibility is met by establishing and maintaining professional relationships with Government audit agencies such as DCAA, DLA and DCMC and with the customer. These standards must be imparted to all Program participants.
The business manager is responsible for generating, with support from management and engineering, and submitting Rough Order Magnitude (ROMs) and formal cost proposals. Again, in doing so, the business manager must ensure the FAR is adhered to. The business manager has the responsibility of ensuring cost proposals submitted represent current, complete and accurate data. The business manager is designated as the ‘book boss’ for all cost proposal volumes generated.
The business manager will be responsible to support fact-finding and negotiation of proposals submitted. This includes support of Government audits of submitted proposals, again ensuring the FARs are maintained and all information is current, complete and accurate. Some minimal travel may be required in support of these efforts.
After award of a contract, the business manager will establish internal budgets and use earned value management tools to report contract cost and schedule performance. The Business Manager will participate in setting the baseline and support the CAM’s in monthly variance analysis reporting. The Business Manager will be responsible for maintaining RAM, CAP’s and budget change logs. The Business Manager will have to ensure that the Dekker Trakker program maintains ANSI/EIA-748-A standards on the earned value system used by the program.
